Blue footprints appear outside of the agency building, so follow them down the street and to the theater. You can head around to the front of the theater and double jump up to the top of its marquee sign, then follow it around and jump up over a wall to find a character named Shifty hiding on the roof. Talk to him and paint all of his footprints so you don't have to pay the 50 e-ticket fee. He'll give you the missing book for free.
